Selectmen Meeting 1/31/05 (Budget)
The Board of Selectmen held a budget meeting on January 31, 2005 at the C. H. Booth Library, Main Street, Newtown, CT.  First Selectman Rosenthal called the meeting to order at 7:30 pm.

PRESENT:        First Selectman Herbert Rosenthal, Selectman Joseph Bojnowski, Selectman William Brimmer

ALSO PRESENT:  Finance Director Ben Spragg, Police Chief Michael Kehoe, Police Captain Joe Rios, Police Commission members C. Mattegat, D. Giannini, R. Simon, G. Finnegan, Legislative  Council members J. Shpunt, J. Hemingway, D. Amaral, Board of Finance member M. Portnoy, Town Hall Board of Managers Chairman E. Beers, one member of public, one member of press

VOTER PARTICIPATION:  None noted

ACCOUNT 310 POLICE
Selectman Brimmer moved  Account 310 Police in the amount of $3,318,713.  Motion seconded.
        After discussion, it was decided to reduce the capital account by $12,000 and to purchase half of the firearms during the fiscal year with the other half during the next fiscal year.
Selectman Brimmer moved to amend by reducing line 310-5080 Capital to $28,880.  Motion seconded and unanimously carried.  
MAIN MOTION AS AMENDED ($3,306,713) UNANIMOUSLY CARRIED.

ACCOUNT 315 POLICE OTHER
Selectman Brimmer moved Account 315 Police Other in the amount of $210,000.  Motion seconded and unanimously carried.

ACCOUNT 230 EDMOND TOWN HALL MANAGERS
        Selectman Brimmer moved  Account 230 Town Hall Managers in the amount of $164,000.  Motion seconded.
        Board of Managers Chairman Edgar Beers was present stating that fuel and electricity have risen significantly this year.
        Selectman Brimmer moved to amend by decreasing Account 230 Town Hall Managers to $125,000.  Motion seconded and unanimously carried.

ACCOUNT 100 SELECTMEN
Selectman Bojnowski moved Account 100 Selectmen in the amount of $410,458.  Motion seconded and unanimously carried.

ACCOUNT 110 SOCIAL SERVICES
Selectman Brimmer moved Account 110 Social Services in the amount of $81,174.  Motion seconded and unanimously carried.

ACCOUNT 160 PROBATE COURT
Selectman Bojnowski moved Account 160 Probate Court in the amount of $3,950.  Motion seconded and unanimously carried.

ACCOUNT 140 TAX COLLECTOR
Selectman Brimmer moved Account 140 Tax Collector in the amount of $173,024.  Motion seconded and unanimously carried.

ACCOUNT 170 TOWN CLERK
Selectman Brimmer moved Account 140 Tax Collector in the amount of $251,214.  Motion seconded and unanimously carried.

ACCOUNT 180 REGISTRARS
Selectman Brimmer moved Account 180 Registrars in the amount of $136,676.  Motion seconded.
        Selectman Brimmer moved to amend by reducing line item 180-1006 Primary to –0-.  Motion seconded and unanimously carried.
        Selectman Brimmer moved to amend by reducing line item 180-1005 Referenda to $7,200.  Motion seconded and unanimously carried.  

ACCOUNT 190 ASSESSOR
Selectman Brimmer moved Account 190 Assessor in the amount of $204,774.  Motion seconded and unanimously carried.

ACCOUNT 200 FINANCE
Selectman Bojnowski moved Account 200 Finance in the amount of $282,924.  Motion seconded and unanimously carried.

ACCOUNT 205 COMPUTER CENTER
Selectman Brimmer moved Account 205 computer Center in the amount of $11,000.  Motion seconded and unanimously carried.

ACCOUNT 220 COMMISSION ON AGING
Selectman Brimmer moved Account 220 Commission on Aging in the amount of $231,581.  Motion seconded and unanimously carried.

ACCOUNT 270 HEALTH INSURANCE
Selectman Brimmer moved Account 270 Health Insurance in the amount of $2,652,500.  Motion seconded and unanimously carried.

ACCOUNT 280 PROFESSIONAL ORGANIZATIONS
Selectman Bojnowski moved Account 280 Professional Organizations in the amount of $33,640.  Motion seconded and unanimously carried.

Budget deliberations will continue at next meeting.  Meeting was adjourned at 9:20 p.m.
